I use Hostgator. The cheapest plan is 5 bucks a month, and it gives me way more space and bandwidth than I need. Never had any troubles with downtime.
Not sure if you need something special, but it seems like they provide most services you’d expect with web hosting. And they do DNS registration too (though it’s not easy to see that on their homepage). I bought a 3 year plan from GoDaddy before I found this out.
